Wildfire Commission Report to Congress Released
The much-anticipated Congressional Wildfire Commission Report was submitted to Congress on September 27. The report reframes the wildfire crisis as an issue of public safety and public health, not just land management. It includes 148 recommendations intended to help lead the nation toward a different relationship with wildfire that focus around seven themes:
  • Urgent New Approaches
  • Supporting Collaboration
  • Shifting from Reactive to Proactive
  • Enabling Beneficial Fire
  • Supporting and Expanding the Workforce
  • Modernizing Tools for Informed Decision-making
  • Investing in Resilience
Tippin' Torch: Tips for the Season

With fall officially upon us, the South is moving into the dormant season, an important time for burning in many parts of the region. As you begin to watch for burn windows, check out the handy checklists in the new Prescribed Burning in the Southern Region to make sure you've covered everything you need for your dormant season burns. Here are the general steps:

Planning the Burn
  • Develop a burn plan
  • Determine personnel and equipment needs
  • Develop a contingency plan
  • Obtain fire and safety equipment
  • Make safety considerations
  • Manage liability

Conducting the Burn
  • Review the burn plan
  • Check firebreaks
  • Monitor weather
  • Develop smoke management plan
  • Walk the burn unit looking for hazards
  • Assemble and check equipment
  • Organize personnel
  • Notify neighbors
Your Insights are Requested for a Research Project on RX Fire MOUs
1. Are you interested in developing a new MOU for prescribed burning but don't know where to start? Or, have you been involved in developing a prescribed fire MOU in the past and are willing to answer questions about your participation? If so, please join this study! Researchers at the University of Florida are leading a study to help provide recommendations for creating prescribed fire MOUs in the future. Please contact Tyler Carney at tcarney96@ufl.edu with questions or interest in participating in the study. *As they near the end of data collection, the researchers are particularly interested in hearing from folks in Alabama and Mississippi*

Results of RVCC Prescribed Fire Implementation and Insurance Survey
Last fall, a multi-partner team conducted a national online survey to reach those outside of state and federal agencies that support, plan or implement prescribed fire in order to assess capacity and needs. A policy brief from this survey is now available in addition to an online directory of local U.S. prescribed fire practitioners.
       
      Southern Area Geographic Area Fall Wildfire Risk Assessment
      The SA Decision Support Group has completed a wildfire risk analysis and report for the fall of 2023. It assesses the potential activity for the Fall 2023 fire season (late September through November) in response to an above-average summer fire season and prolonged drought in the southwest portion of the Southern Area Geographic Area. Recommendations are provided based on the findings and conclusions of the analysis.
         
        The South is a National Priority for Firefighting Response
        Related to the wildfire risk assessment described above, the National Interagency Fire Center has listed the Southern Area as the top priority for firefighting resources - something that hasn't occurred since the 2005 response for Hurricane Katrina. The prioritization of the South comes from a combination of long term factors in the region such as expansion of the WUI and more immediate factors such as unusually dry and hot weather patterns.

          'Fire Networks Blog' Consolidates Stories from Multiple Familiar Sources
          The 'FAC Net Blog' has undergone a bit of a transformation and rebranding to become the 'Fire Networks Blog', a common platform to share stories from several existing related programs: The Fire Learning Network (FLN), the Prescribed Fire Training Exchange (TREX), the Fire Adapted Communities Learning Network (FAC Net), and the Indigenous Peoples Burning Network (IPBN). A new Fire Networks website is expected in the near future as well!
             
            Soil Moisture Sensors Inform Prescribed Burn Decisions in Alabama
            Real-time soil moisture sensors are playing an increasingly important role in prescribed burn planning. As practitioners deal with narrowing burn windows and nuanced problems like duff accumulation, detailed information about current conditions like soil moisture provide valuable insights that guide their decisions around implementation. University of Alabama - Huntsville published a story of a recent example of this in which data soil moisture sensors signaled early drought conditions and contributed to the call to cancel a burn. NOAA provides several useful tools for assessing soil moisture in your area.
               
              North Carolina's Westernmost PBA Featured
              One of the newest Prescribed Burn Associations in the region, the Southern Blue Ridge PBA in North Carolina, was featured in a recent article in a local newspaper. Although the general model is the same as other PBAs, the SBR PBA's territory covers more mountainous terrain than most, introducing some unique needs and challenges. Stay tuned to hear more stories from them as they continue to gain momentum!

                  • Support the participation of underserved forest landowners in emerging private markets for climate mitigation or forest resilience
                  • Support the participation of forest landowners who own less than 2,500 acres of forestland in emerging private markets for climate mitigation or forest resilience
                • Award amount: Up to $25,000,000
                • Application Deadlines:
                  • October 21, 2023 (proposal budgets $2,000,000 - $25,000,000)
                  • Rolling basis, quarterly (all other proposals)

                • Funding available to communities for two primary purposes:
                1. Develop and revise Community Wildfire Protection Plans (CWPP)
                2. Implement projects described in a Community Wildfire Protection Plan that is less than ten years old.
              • Non-federal matching funds requirements of 10% for Purpose 1 and 25% for Purpose 2.
              • Award amount:
                • Up to $250,000 for Purpose 1
                • Up to $10,000,000 for Purpose 2
                • Application Deadline: October 31, 2023
                • Funding for projects to conserve and restore grasslands and wildlife species in the Southern Great Plains with emphasis on improving climate change resilience.
                • Projects must occur within limited geographical area described in notice.
                • 1:1 matching funds requirement
                • Award amount: $3,000,000 distributed among 10-15 grants.
                • Application Deadline: November 14, 2023
