U.S. Forest Service Announces Major Reorganization and Shift to State-Based Model
"The official shield-shaped logo of the United States Forest Service. The emblem features a dark green background with a gold border. In the center, a large gold coniferous tree is flanked by the letters "U" and "S" in a serif font. The words "FOREST SERVICE" are arched across the top, and "DEPARTMENT OF AGRICULTURE" is curved along the bottom edge, all in gold capital letters.
A high-contrast shadow of a wildland firefighter wearing a fire-rated hard hat and a fire pack is cast against the side of a weathered, light-brown wooden building. The shadow is sharp and clear, silhouetted on the vertical wood siding, with dry autumn leaves and gravel visible on the ground below.
The U.S. Forest Service is undergoing a sweeping reorganization that includes moving its headquarters to Salt Lake City and transitioning to a "state-based organizational model." As part of this shift, all ten regional offices will be closed and replaced by a network of six operational service centers, including one in Athens, Georgia. While agency leadership argues the move will make the Forest Service more nimble and efficient, critics and retired officials express concern that the disruption could lead to a loss of experienced personnel and impact wildland fire research.

For the prescribed fire community in the Southeast, the Athens operational service center will provide technical and administrative support for forests across the region. Agency leadership has stated that the Fire and Aviation Management program will retain its existing Geographic Area Coordination Center structure to ensure national incident coordination remains stable. Additionally, the USDA maintains that frontline mission work, including active forest management (including prescribed fire) and wildfire response, will continue without interruption throughout the transition.

The Southeast continues to experience long-term drought conditions, with 100% of the southeast experiencing abnormally dry to exceptional drought conditions. These conditions can lead to increased wildfire risk.

    The
US Drought Monitor can be used to get weekly drought assessments for your area and Texas A&M Agrilife Extension has provided a short article about the tool. It includes five facts that may answer some of your lingering questions while using the tool.

The National Significant Wildland Fire Potential Outlook for May through July 2026 indicates that above-normal significant fire potential is projected to persist along the southeast Atlantic coast into Florida. In June, above-normal fire potential is anticipated to continue in Southern Georgia and Florida as well as East Texas and Louisiana.

Some wildfire prevention best practices from the North Carolina Forest Service to keep in mind:
    • Check for fire hazards before operating farm equipment or other machines.
    • Use tow chains correctly.
    • Be careful parking in dry grass and brush.

Monthly Update for Prescribed Burn Associations in the Southeast

Fire festivals can be great ways for prescribed burn associations to engage with the public and prospective members. Recently, the Sandhills Prescribed Burn Association attended the Party for the Pine Fire Festival in North Carolina. Members expressed excitement at the opportunity to share the benefits of prescribed burning on private land through their organization.

Check out our Fire Festivals Resource Page for more information on fire festivals in your area.

Wildfires Lead to First Open Burn Ban in Georgia Forestry Commission History
A group of silhouetted wildland firefighters using hand tools to manage a fire line in a dense, smoky forest. The scene is illuminated by an intense, glowing orange light from active flames in the background, highlighting the hazy and dangerous conditions of the fire environment.
The Georgia Forestry Commission has issued a mandatory burn ban for 91 counties across Central and South Georgia for the first time in its history. This administrative order prohibits all outdoor burning including prescribed fires and yard debris due to worsening exceptional drought conditions. The measure aims to protect life and property as firefighters across the region battle a near-record number of high-intensity wildfires. Fire practitioners are encouraged to suspend all burning operations until significant rainfall helps subside these volatile fuel conditions.

Proposed Rule to Grant Wildland Firefighters Hazard Pay for Prescribed Burns
Federal officials have proposed a new rule that would grant wildland firefighters a 25% hazardous duty pay increase for work conducted during prescribed fires. This change acknowledges that "good fire" operations involve many of the same physical and chemical risks as wildfire suppression, including smoke exposure and unpredictable terrain. If finalized, the rule would address a long-standing pay disparity and serve as a significant win for recruitment and retention within the federal firefighting workforce.
A wildland firefighter stands with their back to the camera, wearing a yellow Nomex shirt, green tactical pants, a red hard hat, and a gear pack. They are holding a red drip torch and managing a controlled burn along a line of pine trees. Low orange flames consume the underbrush and grasses next to a set of railroad tracks, under a clear blue sky.

Global Fire Researchers and Practitioners Meet for 4th International Smoke Symposium
A man in a blue polo shirt stands at a wooden podium, delivering a presentation to a seated audience in a conference room. He is looking toward a large screen displaying colorful heat maps and technical data. The audience, composed of diverse professionals, is listening attentively, with some taking notes and others looking at the presenter. A smaller monitor on the podium mirrors the slides being shown to the room.
Tall Timbers Research Station recently hosted the 4th International Smoke Symposium, bringing together over 200 researchers and practitioners from 13 countries to exchange knowledge on smoke management. Unlike typical academic conferences, the event took place on-site during the peak of the spring burn season, allowing attendees to witness live prescribed fire demonstrations. The symposium featured diverse perspectives, ranging from technical deep-dives by NASA scientists to personal stories from private landowners managing their property with fire.

Terrestrial LiDAR Provides Deep Insights into Prescribed Fire Effects and Ecology
Two 3D digital renderings (labeled A and B) show a forest canopy generated from LiDAR data. The trees are color-coded based on an "Estimated scorch" scale, ranging from pale cream (0%) to deep reddish-brown (100%). Top image A shows a side profile of individual tall pines and understory brush, while bottom image B shows a dense, three-dimensional bird's-eye view of the forest stand, highlighting the varying levels of heat impact across the canopy.
Researchers at the Jones Center at Ichauway are utilizing terrestrial LiDAR (Light Detection and Ranging) to revolutionize how fire behavior and its effects on forest structure are measured. By scanning plots before and after a prescribed burn, the technology creates high-resolution 3D maps that precisely quantify fuel consumption and "scorch" patterns that were previously difficult to capture. This data helps ecologists better understand the relationship between fire intensity and the survival of diverse groundcover species in longleaf pine ecosystems. Ultimately, the use of LiDAR provides a more objective, data-driven foundation for refining prescribed fire techniques to meet specific conservation goals.

LANDFIRE Launches Fire Needs Assessment Tool
LANDFIRE has introduced the Fire Needs Assessment (FNA), a spatial analysis tool designed to help land managers determine where fire is needed to maintain ecosystem health. By utilizing LANDFIRE’s extensive geospatial datasets, the assessment compares current vegetation and fire regimes to historical reference conditions to identify areas of "fire deficit" or excessive fire. This data-driven approach allows practitioners to prioritize prescribed burns and fuel treatments more effectively across large, diverse landscapes. Ultimately, the FNA provides a framework for restoring natural fire cycles and improving long-term forest resiliency.
A ground-level view of a prescribed fire moving through a pine forest understory. Low, vibrant orange flames flicker through green shrubs and dry grasses at the base of several large, dark tree trunks. Patches of blackened, charred earth are visible in the foreground where the fire has already passed, and a light haze of white smoke drifts
through the sunlit woods in the background.

Professional Mentorship Program Leads to Launch of New Wildland Fire Resources Library
Two land management professionals stand in a grassy field, viewed from behind as they look out toward a distant valley and mountain range. One individual wears a white hard hat and black vest, while the other wears a tan wide-brimmed hat and a uniform with green tactical pants, holding a clipboard. The landscape features rolling dry hills and a small town in the distance under a bright blue sky filled with scattered white clouds.
The International Association of Wildland Fire (IAWF) mentoring program paired Eric Evenson and Max Levy based on shared interests, fostering a partnership that eventually led to the development of the Wildland Fire Resources Library. This centralized online hub supports the next generation of fire professionals by providing critical information on community resilience, training, and career advancement opportunities. Their collaboration illustrates how professional mentorship can evolve into tangible tools that strengthen the collective knowledge of the wildland fire workforce.
